 BEIJING, March 5  - China will spend an extra $10billion to bulk up its commodity reserves and lift farm supportspending by 20 percent this year, measures that should aidlocal grain prices and may boost global metals and oil markets.</p]                               
 As China strains to maintain its 8 percent economic growthtarget amid a global slowdown that has caused demand for itsexports to dry up, it is pushing more money to maintain farmincomes and ensure growing revenues for a rural majority thatnow includes millions of unemployed workers returning from thecoast.</p]                               
 It also dramatically increased its budget for buying upexcess supplies of resources from grain to metals to oil,putting hard money against stockpiling plans that have beenafoot for months.</p]                               
 The budget will raise spending on reserves of grain, edibleoils and materials by 61 percent to 178.1 billion yuan ($26.0billion), or 4.1 percent of its budget, the Finance Ministryannounced at the annual National People's Congress on Thursday.</p]                               
 That includes 78.341 billion yuan ($11.5 billion) tostimulate domestic demand by expanding reserves of importantmaterials, such as grain, edible oils, crude oil, non-ferrousmetals and speciality steel, and developing storage facilities.</p]                               
 China has already been buying up commodities it lacks suchas copper, crude oil and soybeans and helping strugglingproducers of other goods in oversupply, such as aluminium, zincand cotton, by buying their production at an over-the-marketprice.</p]                               
 Most commodity markets were unmoved by the news on Thursdayafter big gains a day ago aided by growing signs that theChinese economy may be on the cusp of a recovery, but furtherevidence of government buying could aid the market's mood.</p]                               
 "The main goal of the Chinese government announcement is toinject some confidence into markets. The comments will have afar greater impact on sentiment than on consumption, certainlyfor the next few months," Barclays Capital analyst Yingxi Yusaid.</p]                               
 RURAL FOCUS</p]                               
 China's National Development and Reform Commission, theeconomic planning ministry, was blunt about the economicdangers.</p]                               
 "The impact of the global financial crisis and manyoutstanding problems at home have suddenly made it moredifficult to keep our economy going strong," it said.</p]                               
 Supporting the rural economy, a major source of domesticdemand and migrant labour as well as farm produce, is a keyarea for promoting consumption, the Finance Ministry said inits 2009 budget, also presented to the NPC on Thursday.</p]                               
 The NDRC, which oversees most pricing and commodity-relatedpolicies, warned increasing farm incomes wouldn't be easy.</p]                               
 "Agricultural infrastructure remains weak. After five yearsof bumper harvests, it will be very difficult to keep grainproduction growing steadily," it said. "There is great downwardpressure on prices of farm products.
